If there are have been any filibusters since Franken was seated, it's because members of the Democratic caucus are filibustering.

Yes, well it seems that he and his appointees are spending more time plugging holes in the dykes they built. Heck, even the areas where the administration clearly has the regulatory power and authority they've managed to screw the pooch.

The Republicans have no ability to filibuster by themselves.  They would need Democratic caucus members to filibuster along with them.
