As I understand it, the administration presents a budget to Congress. The House then haggles and, hopefully, reaches agreement. Then the Senate does the same bit of nonsense and then they through a third haggle in an effort to get agreement between the House and the Senate.
If a budget is passed, how is it that stuff doesn't get funded even if it's in the budget?

The budget resolution only sets budget targets and guidelines, but does not appropriate any funds. It is an instruction to Congess, not anlaw because it is not signed by the President. Separate appropriations bills, signed by the President, provide the funds.

If the budget resolution included all the appropriations it would probably end up 100,000 pages and would never be passed. The budget resolution doesn't provide specificity on program funding.

Funny that Canada manages quite well without all that bullshyte. And government never grinds to a halt like yours has on occasion.

Can someone appropriate funds for me?  I've got some bills to pay.  I'm a bit better at managing my debt than congress, but my husband's pretty close.  haha
