I knew about the exemption, and that the frackers can keep *what* they pump into the ground a "trade secret". Didn't know the Halliburton part.

Sounds good but it isn't true. Fracking was patented in 1949 by a company called Stratolind. Haliburton has had a non-exclusive licence to use it since 1953. The exclusion to the Clean Water Act was passed in 2005 by Congress, not Cheney. It is true, however, that Cheney's energy committee did push for it.
