I'm lost. What did the US Secret Service get wrong about this? They are the arm of the government charged with protecting the President, visiting world leaders and such.

Secret services (generic), not the Secret Service.

They had atributed the chemical attacks to the rebels.

Perhaps the staff of the "secret services" were too busy being titillated by conversations of Americans they were eavesdropping on to be bothered with too much attention to what was going on in the rest of the world... :x

There was an article in the Guardian (suppressed at the request of persons unknown) that the chemical attacks were a false flag operation by the rebels supported by the US, UK and France.
