Strong on policy but as an executive he seems to seriously lack managerial skills.

I think that's a fairly broad statement. I doubt Bush would be able to program a new database either.

The Obama administration's biggest flaw was the ACA database. Obama doesn't program databases. He is upset that it was flawed, too.

Can't hate him for that.
